Origin of Institution

Public Institution Agency for Research and Development  is created in accordance with Art. 79 of the Code on Science and Innovation of the Republic of Moldova no. 259-XV of 15 July 2004, Resolution of the Supreme Council for Science and Technological Development of the Academy of Sciences on restructuring the subjects of science and innovations under the Academy of Sciences of Moldova no. 288 of 24.12.2015 on fusion (merger) of Public Institution Advisory Council of Expertise and Public Institution Center for Funding of basic and applied research.

The Public Agency for Research and Development (hereinafter - institution) as a legal entity is a  public institution of science and innovation responsible to the Supreme Council for Science and Technological Development of the Academy of Sciences of Moldova (hereinafter - SCSTD ASM ).

Activity of institution is carried out in accordance with the Constitution, the Code on Science and Innovation, Civil Code of the Republic of Moldova, Partnership Agreement between Government and Academy of Sciences of Moldova, national and international legislation, founder acts of and Statute provisions.

Institution founder is the Academy of Sciences of Moldova. The institution has separate assets, financial autonomy, own balance, bank account, including treasury (in MDL), stamp ( in Romanian), own logo and letterhead forms. The institution was established for an unlimited period of time.

Institution aim is to promote excellence and performance activities in science and innovation by applying a competitive system and monitoring of projects in science and innovation financed from the state budget and other sources of funding and research activities from sources other than state budget.

The objective of the Institution is to ensure the implimentation implement of actions for organising the competitions scientific evaluation of activities in science and innovation, monitoring the implementation of projects in science and innovation financed from the state budget and other sources of funding and formulate proposals in science and innovation and to conduct its from sources other than the state budget.

The full name of the institution is: Public Institution Agency for Research and Development; And abbreviated name is: I.P. ARD.

Institution headquarters is: office 201, 1 Ștefan cel Mare Blvd., MD 2001, Chișinău city, Republic of Moldova.

The institution shall perform the following duties:

a) Organize competitions for carrying out the activities in science and innovation area;

b) Receive proposals of activities in science and innovation area and examine their eligibility to competition;

c) Organize the scientific process of evaluation;

d) Maintain and improve the database of independent experts;

e) Keep data on the innovation level, potential impact, rationality and research funding opportunity of research activities;

f) Monitor and systematize the implementation of results of research projects;

g) Organize the state registration, keep data of projects and programs in science and innovation, within its competence;

h) Formulate conclusions and recommendations on the aportunity and rationality of financing of activities in science and innovation area;

i) Provide assistance in the organization of competitions, scientific evaluation and the implementation of research projects within its competence;

j) Maintain cooperation with the scientific community;

k) Ensure transparency of activity in the limits of the law;

l) Report on progress and results of competitions, scientific evaluation and research projects monitoring to SCSTD ASM;

m) Submits proposals of activities in science and innovation from other sources than the state budget;

n) Conduct research activities financed from sources other than the state budget;

o) Elaborate Draft proposals for improving the regulatory framework on science and innovation, including related to institution activities;

p) Provide any other kind of activity not forbidden by law, those pertaining to the purposes set to status.
